
First and foremost: the development at Baylands. Whatever the citizens decide for this project will have a lasting impact on the city and its citizens for generations to come. On one hand there are serious environmental, safety, and transportation concerns associated with any project at this site, on the other hand it could be a perfect candidate for incorporating the sustainability, green building, effective waste management and alternative energy concepts. With my 30 years experience in civil, mechanical engineering, environmental sciences, transportation, seismic and geotechnical engineering and safety regulations, I can help our citizens make intelligent choices.
The Quarry Project, proposed residential development, presents serious safety concerns in the seismic and geotechnical area. Continuous mining on this site has created severe stability and landslide problems as well as dust or “particulate” pollution affecting our residents. If not properly analyzed, Brisbane could face similar consequences as the recent mudslide events in Southern California. I am the only candidate with experience in this area to be able to provide necessary guidance to the city staff.
Regarding the Habitat Conservation Plan (HCP), federal agencies have provided the funding for the recent additional open space acquisition in the Brisbane Acres sub area; however, there is a funding shortfall when it comes to maintenance. The City of Brisbane is currently negotiating with the Northeast Ridge developer for sufficient endowment fund for that purpose. Even with these funds, it is extremely important to have a long-range strategic plan for spending the money that can bring the most benefit. As part of my employment with the State of California, I developed strategic plans for federally funded safety programs and thus have the experience and knowledge to help set the right priorities so that the monies are spent wisely.
With the increasing cost of housing in Bay Area, and Brisbane is no exception, our seniors and low-income residents cannot afford a place to live. Thanks to the efforts of the Brisbane Redevelopment Agency and non-profit organizations like Habitat for Humanity, Brisbane will soon have at least 6 affordable single family homes in addition to the senior project built earlier. We need to do more.
Finally, I will do my best to make sure that our streets are safe. I will initiate programs to improve the parking situation in our town. I will introduce changes to our building codes so as to protect precious natural resources, create a harmonious community, encourage conservation, and work with community groups to raise funds for our schools and other projects to improve the quality of life here.
